Can you get without simply buying them?
and are they used for some massive quest or something? I see you can essentially sell them for 10 000 echoes at Irem

Yeah, you'll need to get enough Enigmas and trade them in when the CtD at the Republic is correct (Flies) for the DS. Here can show you all the ways SE are obtained. As noted, (when you are at the higher end of the game) farming Mt. Nomad is an easy way to get them, and if needing them, you can continue the cycle at Irem to get even more (then when CtD at the IR is reset again, get the DS.) So technically, yes, you don't need to spend any money, but do need to wait until you have high abilities/a decently equipped ship each game and also when the Iron republic resets its value to trade them in. edited by the truthseeker on 11/22/2015

That is true, but considering the random value rewarded on a success/failure in the WW, you can't guarantee which reward you'll get at the end of each candle-delve. And if you have that amount of money to drown in candles in many attempts, then you can simply buy them at Irem (I know this well, since my last Victory was founding my own Island Nation.)
