The easiest way to get Hedonist as high as 10 is probably to draw cards that let you hang around and enjoy the luxurious life with devils. At least until they get TOO serious about you, at which point you might have to snub them to get back to the level of intimacy where they're taking you out on lots of dates. Or, you could go shopping and buy 20 bottles of laudanum to get addicted to. If you're still in the middle of the game, completing a seduction of characters like the Provost, Barbed Wit, Acclaimed Beauty or Melancholy Curate (and sister) will also work (up to Hedonist 15, in some cases).
The suggestion of the Demi-Monde is a little iffy, since you have to become Closest To a particular school to go higher than 5 (and only up to 10), which is a very expensive thing to repeat.

Use Romantic Notions on the Opportunity Card Mr Wines is holding a sale. That will take you to 10.
You can trade the wine he gives you for honey in Veilgarden to convert back up to Romantic Notions.

If you're a POSI, the opportunity card A Polite Invitation will take you to a dinner party which goes for several actions. When you get to The Dinner Gong you can either engage in the ongoing discussion, or pay attention on the food. (You know what to do. :-p )

Past 10, you either need to spend Fate, or still be at a point in the game where you have access to the Making Your Name trackers, the University terms, or the Empress' Court.
- Spend Fate: if you've completed A Trade in Souls and are either a Spirifer or a Shepherd of Souls, you can sell your soul to raise Hedonist over 10. And then get your soul back somehow. And then sell it again, to get as high as 15. Or you can spend fate to sell your soul at Hallowmas, or play singles croquet with the Quiet Devilless. The last is probably the cheapest. I think there are some highly-hedonistic Fate options during the Feast of the Exceptional Rose as well.
- Still Making Your Name: If you haven't gone all the way through the Persuasive, Watchful, or Dangerous trackers yet (the ones associated with qualities like "A Name Writ in Blood" or "A Name Signed with a Flourish"), the major checkpoints that raise those qualities will usually have at least one option that raises Hedonist above 10, although each can only be done once.
- University Terms: If you haven't gotten very far in the murder plot at the University, there is a carousel that cycles the Term Passing... quality. At the end of the carousel, you can seduce the Provost of Summerset, which raises Hedonist above 10.
- Ménage à Trois: If you pursue the Melancholy Curate and his Enigmatic Sister ardently enough (an endeavor only available at A Name Signed with a Flourish 3) you can have a dalliance with both of them, and even repeat that process as long as you don't go to the Ambassador's Ball. Similarly, if you gain access to the Empress' Court but refrain from getting banished, you can pursue both the Barbed Wit and the Acclaimed Beauty, and do naughty things with them on the imperial throne, which will raise your Hedonist above 10 and also get you sent immediately to the Tomb-Colonies.
- Dramatic Endings: I think there are a couple other Hedonist 10+ opportunities at the end of some storylines, such as the conclusion to the Once-Dashing Smuggler's tale, and In Search of a Stiff Drink. Surface Ties as well, although that's very low-level.
Here's the good news! You only need to do the above methods until you get to 12, which will take 5 repetitions. You can go from 10 to 12 for 10 Fate, for instance. At that point, you can get a Counterfeit Head of John the Baptist and start smooching it to go as high as 15. Those things are just lying around on the ground! You'll gain a ton of Scandal, but you can reduce the menace before you get shipped off to the colonies.

I'm a shepherd of souls, but I don't remember ever seeing an option to sell my soul outside of the regular Intimate of Devils cards which aren't repeatable (and hallowmas I guess). Is there a specific place you go to do that?
Also, are there really no non-fate options for someone past the University and Court? That's horrible. Repeatedly buying back souls for increasing costs ain't cheap.

You don't have to pay fate to buy back your soul. A Bundle of Oddities with a value of 200 returns your soul if you currently are soulless. There are lots of ways to get bundles including that value, but the best is from the opp card One's Public as its max value is exactly 200.

As does piracy, and visitors at hallowmas. There aren't any easy ways, but that is as it should be, really. selling a soul should be a big deal, if you care about it. devils really aren't that careless, after all.
