Progress needed to open Bazaar sidestreets?

My "A Person of Some Little Consequence" progress is at "3 - Prowling Watchmaker's Hill" but I as yet have no access to the Bazaar sidestreets. How much further do I need to go? Or should I already have access?

You need to go to Watchmaker's Hill to progress.

The Bazaar Sidestreets are very late in the unlock. You will be directed when you cna go there.
