Hallowmas selling soul

I am not seeing the option for selling your soul at the hallowmas event, given my character's habit of selling his soul, this is something I'd like to do.
Is there any additional requirements I need to know about? I just got my soul back today, if that makes a difference.

It's there. I can see it.
It's a branch of the Attract a Visitor at Hallomas, which is a universal storylet. It requires, 10 Connected Hell, 200 Watchful, a clean soul and 7 Fate. It is however Airs of London dependent and I think the range is very tight - something like 3% occurence rate
