Looking for a way to increase my "fascinating." Is there such, or must I simply wait until I become more so?

Well it depends where you are in the story, fascinating is a progress quality that is a temporary quality that you will raise to gain a determined achivement/reward and then get it reset,the game usually presents a way to raise it specific by the reward you are seeking, if you were wishing to raise it as flavour, you should look into quirks!
