Finishing/completing a work at the Empress' Court

At the Empress' Court I started working on a stage play; it said that I needed to raise my "Inspired" quality to 23. I've raised it to 23 but I see no option to finish the play.

You're very nearly there - you need to raise Inspired above 23. 24 will do it!
