Can't invite due to being "somewhere else"?

Sometimes when I go to invite another player to take part in an action, "Show contacts that I can't invite" says that one or more players are "somewhere else". What does that mean?

It means they are in an area (such as the Zee, an island, etc) where they are not able to receive social actions from other players.

There are a few places like that. Being invited to a certain dinner party is one, having allowed Menaces to get too high is another.
Zailing is a big one, as it takes a whole bunch of actions to get there, do what you want to do, and then return to London afterwards.
