The Cheery Man is not a bad card! If you assume opportunity cost of an action to be around 150 pences (AotB mixed with some less profitable things), then a point of criminals is worth slightly over 9 pences (when cashed in on implausible penance/smuggler's grave/1 stone in 1000). That means there's almost always an option worth 160p (last constable with persuasive challenge), 210p (secular missionary), or 190p (whatever's on his mind when the 160p option is not there).
ObOT: I am looking forward to seeing what new content will hit burglaries with fixed hands, because if the hand was fixed to 4 or fewer without changing anything else, it would become so unreliable and unprofitable that I would stop going there. And content that just lies there without getting played is sad.

Wow, I waltzed out to sea not catching what was going on! Considering I just decided that I liked heists enough to aim at my POSI specialization as shadowy, I hope this gets detailed out soon!

Crunching some numbers now. If I have this correctly:
To reach a destination requires AJE 10 [55 CP] To reach the Sea of Voices requires AJE 7 [28 CP] Steam Prudently and Steam Boldly - Extrapolate from the Charts lock at TW 8 [36 CP] Steam Prudently gives 14 cp AJE and 11 cp TW for 5 Actions Steam Boldly - Extrapolate gives either 7 cp AJE and 6 cp TW (fortunate) or 5 cp AJE and 12 cp TW (unlucky); presuming the standard 60%, that's an average of 6.2 cp AJE and 8.4 cp TW
One can simply Steam Prudently 4 times to reach any destination in 20 actions [56 cp AJE, only 36 cp TW after 3] Similarly, one can Steam Prudently twice to reach the Sea of Voices in 10 actions
On average, one can Steam Boldly 5 times before it will lock, giving an average of 31 cp AJE and 42 cp TW; this means one can often reach the Sea of Voices in 5 actions even without cards.
Most cards give around 3-4 cp AJE and 2-3 cp TW, with the notable positive exceptions of A Wily Zailor and Fair Zailing.
No specific recommendations jump out for other destinations at this time, but you can compare your results to the knowledge you could have just gotten to your destination safely in 20 actions. Do note that many of the wiki pages are still incomplete or out of date.
ETA: I haven't looked at numbers for the riskier Steam Boldly options yet, so no comment on how those relate. edited by marcmagus on 7/30/2015
