Is it just me, or have the "pretty good odds" in Attend a Church Service become somewhat less pretty good?

"Sometimes"...
I've managed to build up my Scandal from 3 to 5 at service at least 4 times in a row since failures at Persuasive started to cost me. Splendid odds, if you ask me, just splendid

I've had similar runs in the past (6 consecutive failures). Sometimes you just happen to get unlucky with it, and sometimes it goes smoothly.
The main social action for Scandal reduction is:
Lodgings->Attend to matters of society and scandal->Ask someone for help in laying rumours to rest.
