I'm trying to arrange the airs of London to acquire a Laconic Prodigy. What's the most efficient grind (in terms of ppa or other benefit) that randomizes this value every action? Are there any that skew towards the 90-100 range?

The Unfinished Business options are probably you're best bet. Some are slightly more efficient than others but they generally give a PPA of 100 and every action will re-roll the airs of London. I'd just pick one that gives you useful materials and click away. If you have no preference robbing a Glim Shipment in Spite is a solid choice.
