Does reaching a certain level of "Playing With Broken Toys" start a storyline or something? I feel like it's pretty useless.

It's a quality that comes on opportunity cards, each storylet of which is meant to reveal bits and pieces of a story about the Watchmaker's Daughter.... which is, unfortunately, half-finished, and has been for a while.
