How much fate would it cost to level it up to get to the next storylets? I'm not feeling lucky enough to risk my soul.

If you're at the point where you're drawing cards to sell your soul from Intimate of Devils, you've reached the end. The only thing left to do is either ruin your Hell connections and Intimate of Devils level to get the cards out of your deck, or sell them your soul to make them leave you alone permanently.

But doesn't your intimate with devils quality raise when you don't have your soul sold, either through the fate option, or luck?

When you sell your soul to them the quality gets set to 20, which is the very end. The quality does raise when you don't lose your soul when taking that option, but eventually it caps and you're in the same spot.
