Is drawing this card tied to any particular location? The wiki says that the only requirement is to be a POSI and that the card has moderate frequency. I've drawn perhaps 200 cards so far though and I'm yet to find it.

Sometimes the RNG likes to withhold cards you're waiting on. Thankfully in this case you can force your way into the storylet by speaking to your Local Gossip within your Lodgings.
