Entering the Foreign Office Question

I wasn't sure where to put this, so I put it here.
It says I need to be a 'Diplomat in the Making.' I've unlocked Wilmot's End, and the option is there, I just don't have that trait, and I have no idea how to get it. I tried looking it up, but it says talk to the Sculptress in your loungings...of which there is no option. So confused...

You'll need to get banished from the Empress' Court in order to enter the Foreign Office.
