I wish to obtain a wedding licence from the bazaar, yet this action requires between 1 and 10 Organising a Wedding.
If one has too much Organising a Wedding quality (I have 16), is there any other way of obtaining the licence?

Mechanically, that option only increases your "organising a wedding" quality - so you can assume that you havealready obtained the licence by the time you have past 10. It just wasn't important/difficult enough to warrant an action all to itself.
