I was going to submit this as a bug report, but i'm not sure if it might be intentional.
I completed the anarchist storyline. Raised Anarchists Supremacy to 7 and Calender Council Favour to 8 by delivering work supplies to London. I never received my Boke of Sharps or the other rewards from doing so.
However, I had already raised both London and Dawn Machine supremacy to 10, so i'm not sure whether helping the Anarchists should actually do anything. Either that, or it's a bug.

You can only receive one Supremacy reward per captain -- the first one you raise to maximum. You'll have to die and raise Anarchist Supremacy to 7 on another captain to receive the Boke.
