Conversions are definitely the easiest if you have the items. Up converting Tales of Terror and Extraordinary Implications can give quite a large boost to MW. Don't forget all the small things - buying drinks on the Bohemian or Docks cards; going for dinner on the society card; giving moonpearls to the widow. You mention expeditions and you do get some MW for completing one - not worth it for the actions if you are just after MW but the other rewards can be good.
One of my favourites if you don't need too many cp's (as it only gives 1 per action) is swapping wine for honey in the Honey Dens. I haven't worked out the exact figures but you do make some profit doing a loop wine to honey, honey to romantic notions and then, when the card turns up, romantic notions to wine.

Also, if you're willing to waste actions setting it up, you can have an expedition ready to turn in and a book ready to finish writing as soon as time the healer visits. these don't pay out well in MW per action, but if you've got them preemptively set up so all you have to do is complete it, they may be worth doing. I know i used that tactic once or twice, but i don't know if it's actually worth the action cost for the book, or the expedition delay for the expedition. edited by Grenem on 5/6/2015

What about donating the treasure from an expedition to one of the colleges? I have one character making repeated expeditions to get a specific treasure, so has a lot of other treasures to spare.

I'm at about the same point you are, having achieved POSI sometime in the last week, although as I spent some time writing short stories during my days in the Veilgarden, I am not seeking promotion as you are. In any case, while poor timing of Time the Healer and the Amanuensis has left me yet without my first point of Notability (soon to change, as soon as I can get a bit more MW), I can attest that the advice given here regarding BDR is highly appropriate, having seen the numbers shift for myself. Each point of BDR is basically a permanent level of Making Waves, so, yeah, great.
In any case, the things that I found easy to pick up within my first week of POSI:
A Clay Sedan Chair was quite inexpensive for +2 Bizarre, once I met those nice clay men in the tea shop. I was positively loaded with the necessaries to head down to the Clay Quarters and convince the requisite number to come work for me; in fact, I contracted a couple of extras in anticipation of future needs.
Membership in God's Editors for +4 Respectable was offered to me as soon as I met one of the Editors, given my previous record as an author. Your situation may of course vary, but it sounded like it wouldn't take much in the way of connections to convince them to let one join the board in any case.
My research suggests joining a Club will also offer a big boost, although the membership fees appear to be a bit out of reach for me at the moment.
There's more out there, but those two alone dropped me from needing 16 MW for my first point to 10, which is a tremendous difference. [The other 4 points come from a tattoo I was fortunate enough to gain while I was new during the recent feast and some rather simple equipment]

The results of donating treasures is highly variable, depending on the prize that you've won; the basic algorithm is to take the numerical value of your prize. For example A Shrine of the Deep Blue Heaven can reward between 5 and 84 making waves, but the higher rewards mean surrendering more valuable finds. Those 84 MWs cost 125 echoes' worth of loot. 74 MWs costs the same. That's in addition to the cost of actions and materials to get that far. I would say, in general, that it isn't worth it.
If you want to save up MWs to be called upon at just the right time, I'd suggest investing in a Salon, or stockpile Tales of Terror.
