Raising watchful beyond 270

Dear Friends I am in need of assistance. I am currently attempting to raise my scholar of the correspondence rating as high as possible. But It now requires me to have a watchful of 280. I currently only have 272.
I vaguely remember that the airs of London can grant +30 on watchful but I am not sure if I imagined it. Can anyone confirm this for me? And if so how does one go about achieving this?
