Plausible Surgeon has no quest?

I was under the impression all of the starting officers had a mini-quest, but I just had to restart after getting murdered by the Blind Bruiser's goons and my shiny new Plausible Surgeon doesn't seem to want to be taken anywhere. Glitch or normal?

He's eager for the Chelonate, though possibly a little too much. Does the storylet not show up anymore?

The option to ask him 'Where do you want to go?' isn't there, but there should be a button below the standard training option that takes you to the screen where he tells you his goal anyway. It's sort of a weird bug.
