At the select a legacy screen after completion of said story the gazetteer keeps popping up in front so I can not click any of them(well except rival and that was not going to be my choice).

There's nothing to leave to a scion, but there should be a trophy that can be passed down to your next captain, which is impossible to select with the gazette in the way.
