Help With Robbery

Having spent a fair amount of time in the Flit, I seem to recall being able to get "Casing..." to a high enough point where I would be presented with options to rob [potential spoiler?]the Brass Embassy and the Bazaar[/potential spoiler]. I did things elsewhere for a while and returned with the intention of robbing one or both of those targets, but I can't seem to unlock the option to do so. I haven't been spending any "Casing..." points anywhere. Has something changed, or is there something more I need to do? Any input would be appreciated.
