A frined and I have done the social action that yields Trailing The Affluent Photographer at 2. I have the opportunity card In The Garden which is unlocked by this, but all the options on the card require Trailing ... at 3. The mouse-over text just refers me back to the social action, which no longer seems to be available.
How am I supposed to progress?

It's simply a case of waiting for the first card to reappear and using the social action again. It's a bit annoying, but you'll get there sooner or later.

Fun fact: It is possible to get both rewards in this questicle. I found that out the hard way.
