When is someone coming?

I'm waiting to meet up with the Capering Relicker to trade up for some Primordial Shrieks. In the past, I would always get the opportunity cards that increase Someone is Coming. I got them way too much in fact—there was always the artist's model or struggling artist showing up to grift favors. But suddenly, now that I'm looking, I really don't get those cards at all. Is there some way to increase my chances of getting them?

Yep - by making sure you don't qualify for many of the other cards. That's easier said than done, though.
