Progressing In The Affair of the Box

More specifically, I'm not entirely certain of why I cannot progress in the affair of the box, presently.
At present, I've got survivor of the affair with the box 14, and 13 boxes of intrigue.
From there, I'm really not sure where to go. I've been hanging out in spite and sifting through cards.

That takes me back a ways...shouldn't you be able to cash in the 13 Intrigue as usual to advance the quality to 15? Then you'll get to the next step.
