Family and Law?

So, I just realized that in my advancement, I skipped over the storylet involving The Last Constable and the Cheery Man. Well, I skipped over the bulk of it. I somehow have Family and Law 1, so it doesn't allow me to commence an acquaintance with the Last Constable that is still available to see on Ladybones Road. I assume that must mean that I had clicked the Cheery Man in the past. How can I continue his storyline? I'm not quite POSI yet, but I'm getting there. I've nerfed my stats as much as I can to see if I can retrigger it on Watchmaker's Hill.
Any advice?
