You're thinking of the 2012 event, I think. The story quality is 'Looking for the Exceptional Rose' and is on the wiki. (although there's some holes in the descriptions)

I would love to be given the chance to see the true rose.
Or to so briefly see the sun shine on it.
Perhaps someday it might be possible again? Or does the staff fear what might happen?
