I just started my expedition to uncover the secrets of the forgotten quarter and surprisingly, it seems like there are two competitors who have no qualms about stealing my potential staff! in fact one of them is already a rank 5 annoyance for me! is there any reason for me to be worried or should i just ignore the fact that this d-ed deviless is making so much progress?

If I remember correctly, I believe you'll need to reduce your competitor's progress to zero before you can complete the storyline, but that's still a ways off for you at this point. Storylets enabling you to repay their treachery will open up as your Watchfulness improves. I don't believe anything bad happens if their progress gets too high, and you certainly can't "fail" the story outright.
