In theory it allows you to manipulate the weather to a certain extent. Not many cards utilise this outside the Dreams. But IMHO that's still much cooler, than one time limited trip to somebodies Mind. I kinda hoped there would be a storylet, that would allow you to enchance those qualities, instead of losing them. I get why it's not feasible to become a new god of Fallen London... but still.

On a personal note, I myself have a lot of control over my dreams, and would probably be able to summon a lightning or two (if it ever occured to me to do that, alas I am not usually lucid). That's one of the reasons I would like my character to have high Dream qualities, and do not want to lose them under any circumstances. My character bought a bottle of Honeyed Lauduam during the first week of the game, and still keeps it.

Or you could treat it like a challenge to get stormy-eyed back up again. Besides, this is new content, I think. I'm not going to rule out the possibility of glorious victory amongst the thunder until the wiki or my punishment prove otherwise. In any case, once I get the Stormy-eyed card, I'll try out a rough sketch. Maybe. I'm no artist.
