Free of surface ties/Recalling the surface?

Hello everyone!
I've been playing the game for a while and all my stats are 60-70ish.
I want to complete the pianist and the spirifer but I don't have enough Cobblestone Rogues and Back-Alley Saints.
I heard you could trade 10 Intriguing Gossip for more, but I still lack the quality Free of Surface Ties because I can't get my Recalling the Surface: Shadowy quality up to 4.
I have no idea what to do, is that opportunity card lost forever?

At some point you should be able to talk to the Gossip at your lodgings to gain the quality needed to complete it. He may be there already, not sure when he shows up exactly.

I know he shows up if you have the Free of Surface Ties quality, which I don't have because for some reason I can't get my Recalling the Surface: Shadowy quality up to 4...
