Action refresh rate calmed down

As traffic ramps up, and as creators start to monetize their worlds, we're moving the default action refresh rate from 1/minute to 1/5 minutes. We'll very likely ramp it down to 1/10 minutes in the next week or two. Ultimately we'll allow people some tuning control over their refresh rates, but as discussed elsewhere, this is a bag'o'worms.
Those with editor-level privileges, of course, should still be able to refresh actions on their own worlds for free while playtesting.
