The swiftest way to acquire Bazaar Permits

Has anyone figured out the fastest way to acquire Bazaar Permits? Using Fascinating in "Spending your Time in Polythreme"? Grinding romantic notions? Stealing them in the flit? A war of assassins?

I'd assume spending fascinating being the best, seeing as that's 2 permits over 12 actions or so for more than 2 E/action.
You won't get the good opportunities all the time, so it's worth combining with romantic notions (1.2 E/action, + item conversions)
The flit is about 1 Permit/11 actions or so, but you won't need the boat trips.
A war of assassins takes 34 actions for a single permit - then it's probably better to do the Fidgeting writer, sell the profit and buy honey...

Spending fascinating is tricky, though, because you have to grind silk scraps and romantic notions in order to reliably get fascinating up to 12, much less 13. So it's not totally clear to me that it's better than the Flit.

You can use the "The Zailor's at Polythreme's Harbour" card to get to 13 Fascinating - it's a persuasive card that doesn't cost anything. I believe you can even use the "At the Market" card until you get a failure to improve deck.
(You need Writing of your Polythreme Travels 1-2 for this card)
Due to the limited deck you'll have to spend several actions on grinding silk/notions, though
