When could new visitor await the very first Time?

Hello. So it happens, one of my relatives registered his first account well more than year ago. He started casually playing it some days ago along with Sunless Sea release. I tried to offer patronage to him, but it seems that lesson requires Free Evening, which in turn provided by Time the Healer, which... looks like never arrived. Is there any starting trigger for Time the Healer to begin his visits?

I think you get it a week after you choose your profession. As the tutorial ends with you having a profession, it's a week after your relative finished the tutorial.
