Use for port reports after Dawn Machine Triumph?

Hey all,
Something has changed in London once I returned after raising Supremacy Dawn Machine to Triumphant. Now I have all these port reports with me and nowhere to turn them in and gain fuel/admiralty favours. Is there any other use for them?
Why not have the Diplomat accept the port reports?

I'm guessing the Dawn Machine is more interested in other things and doesn't care about port reports so much. But didn't someone say that if you reduced your Favour to below 3, the current version lets you regain access to the Office?

The Light has come to banish the Shadows from London.
I for one, welcome our new luminous overlords, and feel no further desire to turn in Port Reports ... All is well in the Zee, there is nothing more than that to report.
