Empire of Hands: Strategic Information

The Admiralty has sent me to gather Strategic Information from the Empire of Hands (note: this is NOT the same as a Port Report). However, there doesn't appear to be any way to get strategic information from the Empire, which makes it impossible to continue working for the Admiralty. Has anyone else had this problem? Anyone have a workaround besides starting over and hoping not to get assigned the quest?

It is possible, you just need to progress further with the Empire of Hands storyline first.
