Cheery Man and the Beth Reservation

I finally have the resources to purchase a permanent reservation at the Royal Bethlehem through the cheery man, but now when he shows up, he only has four options. The 9 and 15 FATE choices, Greet, and Ignore. Am I missing something?

So simple. That has to be it. I had the talkative rat on to raise stats faster. Odd that it doesn't show up as an option at all even so, though. Thank you.
