I know that there’s a way that costs Fate, but I’ve also read about a way of getting there once without Fate. I’m no longer welcome at the University, if that somehow factors in.

The Fate way is the only way, and not being welcome at the University is a pre-requisite to starting on that path.
After you pay Fate to unlock it, you can return without paying fate, maybe there was confusion about that point? But there is no way to get there without paying Fate the one time.
