If I read the wiki correctly, the option is only unlocked with SotC 5-20, so you can’t use it to increase past 21 no matter how high your watchful gets.
(ETA: the option in “shadowy dealings in the university” just requires SotC 5+, but it redirects to another storylet, and that locks after 20 - I just verified this, it only cost me one action)
