Good point. FL is the only place where I look forward to a good political scrum (and I’m involved in local politics IRL!)
As for your question, I think most of the Expeditions direct to "Unpredictable Treasures" which gives you Airag on certain number values. I just checked, and the Deep Blue Heaven shrine is one of those.
