Somehow I seem to have missed out on any acquaintance with the Regretful Soldier. This was never intentional, and now I find myself needing quite badly to rectify this in order that I should satisfy my curiosity on a Diocesan Intrigue card that doubly relies on my history with the soul trade.

Is there a way to make his acquaintance even after I’ve already become a relatively significant person?

He’ll always show up eventually if you lurk around Watchmaker’s Hill long enough. It may take a very long time to draw his card, though.
