The Jericho route source did clearly state that it would give you Scintillack Snuff, and that it was quite difficult to obtain any other way.

I think it only said it would give you a valuable item - it didn’t specify snuff. Plus, at that point, we didn’t know where would be the uses for snuff that were later implemented.
