And after that just flip a lot of cards, don’t get kicked out of the tomb colonies for low scandal until you do. Card RNG can be fickle, sometimes I’ve gotten it immediately and sometimes I’ve come in at scandal 8, and still had to waste a bunch of time at scandal 0 flipping cards until I got it.
You can’t get kicked out in the sense of an auto-correct storylet like the Mirror Marshes or the Slow Boat on the river. You’ll have to spend 5 actions to leave.
I’m not sure where you are, but either equip a Talkative Rattus to fail challenges or set up a quality based challenge that gives scandal on failure. I like Teaching a Louche Devil in Mahagony Hall
Convince someone to send you either scandal dupes (6 scandal reduction for them, 6 gain for you) or standard scandal reduction (4 reduction for them, 1 gain for you).
(You might also want to be attending to the needs of a singular plant — so that it is heavy with fruit. This is how you could obtain the Head. It is probably not the best way to raise Scandal.)
Mind though that if you’re aiming for Scarlet Saint or have both Austere and Hedonist above 10 (crazier things have happened) you’ll have to halve one of your quirks to leave.
