Yes, but not recently. I’ve never gotten past 40, though. I quit doing promenades for that reason. I find that it’s much easier, and more profitable, to do Heists because it’s easier to manage your cards by collecting Inside Informations, keys, and Escape Routes in advance.
All right, I went for it very carefully, got a bit lucky with the Curiosity shop, and got to 43. I imagine one instance of Jack would have pushed me to 50, so it’s technically doable.
It is definitely not profitable, given how good heists and expeditions are in that regard, but it’s fun. It suffers from the same problem heists do: limited deck. You have actions to spend but no cards to draw, so you stay stuck, waiting for the cards to refill, which is a bit silly. Flash Lay’s and the zee work much better in this regard.
Also, why the huge extra cost in actions spent to enter the promenade? I mean, the Nadir which is supposed to be hard to find and hard to enter costs three actions to enter - and can be immensely profitable. The promenade costs four and it’s right in the middle of the city.

You can be careful, use only the best cards and delay with a couple of lucky loiterings,
but it also depends on luck: can you draw Jack/ Constable/ Pickpocket, or are you stuck with Drunk/ Gaoler / Costermonger/ An argument? edited by Netos Korlan on 5/12/2019

By that rationale, rather than do the promenade when you have lots of AP, it sounds like the best time to visit is when you’re flush out of AP and have a full deck. As an EF I can then cycle through 10 cards and let the time replenish my deck and AP.
