I remember an event when a soldier was boasting in the street and I had 2 possibilities, to talk him down or run him through. Persuasive was to low :(

Hang around Watchmaker’s long enough and you will eventually meet the Soldier again - he shows up at any level of stats, but it is an uncommon card, so you may have to wait quite a long time. You’ll start seeing cards that let you meet the Singer again once your stats are a bit higher - those work even if you never met her at lower levels. So, don’t worry!
