How to give an item to another player?

I’d like to gift something in my inventory to another player. How do I go about doing that? Does it require Fate?[li]

The only specific items you can directly gift that I am aware of are Eyeless Skulls (which the receiver must request from you, which they can only do at a certain point in the game), and rats, gems and second chances via the ‘Give a Gift’ card, which can be summoned from your lodgings for 1 Nex, or you can wait for it to turn up.

The give a gift card can also allow the giving of a surprise package, but the contents of the package are random.

You can also give a Starveling Cat or First City Coins directly from your inventory.
