Entering the Foreign Office Question

I wasn’t sure where to put this, so I put it here.

It says I need to be a ‘Diplomat in the Making.’ I’ve unlocked Wilmot’s End, and the option is there, I just don’t have that trait, and I have no idea how to get it. I tried looking it up, but it says talk to the Sculptress in your loungings…of which there is no option. So confused…

Have you been banished from the Empress’ Court?

I have not from what I understand. I can still go there and everything.

You’ll need to get banished from the Empress’ Court in order to enter the Foreign Office.

Ah okay. I always thought there was just two options for it, and not a requirement. Thank you.
