If you mean Millicent’s Parlor in the Forgotten Quarter, it’s locked with Obscurity if you happen to have that.
I couldn’t see a Pale Visitor although I had two tattoos - I made a support request to have their fixed.
Millicent’s Parlor is there for my main character now in the Forgotten Quarter, even though my main has two tattoos already and cannot get a third. There is an interesting storylet I was able to do, though. The text has been entered in cathyr19355’s journal (the topmost entry). And the storylet came with a surprisingly large though non-unique reward.
