Would I be right in saying that this was a foreshadowing of Londoners populating the High Wilderness and making Albion?

Just how far back does this conspiracy go?
It likely isn’t. Consensus at the time was that line referred to the Uncovering Secrets Framed in Gold storyline, which seemingly gives the Bazaar what it’s looking for. Of course, as we learn more about London’s new existence in the High Wilderness, this may turn out to be the case after all.
Or maybe both interpretations are right ¯_(ꙮ)_/¯
