Well, sort of. But not in this context, just in the Cladery Heir’s storyline.
I’d say it means the Masters of the Bazaar have agents or underlings set up around the various settlements across the Neath. Just paid agents or tradesmen on their payroll. They’d have to offer some really good pay to get themselves caravans running across the Elder Continent, though.
