Apparently, I can’t complete one of the stories I’ve been following in the cards (the Regretful Old Soldier) in the preferred manner (rescuing his wife’s soul from Hell) without a Shepherd’s Timepiece, which is apparently only available in the Fate activated story “A Trade in Souls”. So, I went and purchased Fate to buy the story but can’t find it in the list of available stories on the Fate page. Is there any other way to get my hands on a Shepherd’s Timepiece if that story is no longer available?
The Trade is Souls story is still available for purchase for me. “Fate” tab, “Purchase Stories”, listed under stories released in 2010.
No idea why it doesn’t show up for you…
For whatever reason, the available stories jump from 2014 to 2009 and there is nothing in between. I’ve tried logging out, clearing my cache and logging back in, but no luck.
You can also start the storylet by drawing the devils of london card or by speaking to the urchin on the roof with 30+ shadowy. Maybe try one of those methods?
Unfortunately, the option to speak with the urchin on the roof doesn’t pan out either. As for getting that devil card to come up, it hasn’t in days. I don’t know what I did to piss off the Great God Murphy, but that dude has it in for me. 
Is there any chance you’ve purchased this story in the past?

Search for “Involved in the Soul Trade” in your “Myself” tab. If you have this quality, it means that you have already purchased the story.
You can also check in the Fate “Reset Stories” tab to see if you already have it.
Also, you can use Favorable Circumstances to force draw any faction card!
Okay, apparently I managed to stumble into the sould trade somehow as “Involved in the Soul Trade 1: You’re Investigating the Soul Trade” is in my Story qualities though I never purchased it and have no idea what I did to get that. I went to the Fate page to see if a reset was available, unforunately it isn’t. I guess I’ll continue to do other things until I can figure a way to get my hands on a Shepherd’s Timepiece.
Does that allow for calling up a specific devils related faction card or just any devil related faction card? I get the invitations to dinner, elaborate gift, etc. cards regularly but nothing at all in the way of devil cards mentioning souls.

No, just Burning Shadows: Devils of London the Faction card. Looks like you have the story, so you’ll be able to get it soon Id wager.
This story is progressed partly through opportunity cards and partly through fixed storylets. My notes are not complete, but I know that early in the story there are storylets in Spite (“Flowers and Souls”) and Ladybones. Worth checking all the early-game locations as well as your lodgings.
Once you successfully pick up the story, each step will have in-game instructions telling you how to proceed.
Woohoo! I finally found the story in my exceptional library in my lodgings. I apparently started out with this story when I first started playing again a couple months ago and either dismissed it or just didn’t follow up. Whatever the issue, I’m back on track finally!

I think I’m not alone in saying, I had no idea that story would go into your Exceptional Library, since it’s not an Exceptional Story. Now we’ll know for the next person who asks, which will probably be in around a year or so.

And the Regretful Old Soldier’s wife’s soul has been restored. MAN, that felt good! It took me a couple of days of muddling around trying to figure things out, but it was very much worth it. So much of this game is Grim!Dark, it’s really nice to have something heartening now and then. Running a Neutral Good character (or as close as I can manage) in this is definitely not easy and I may not progress as far, but I’m interested to see how far I can get while maintaining as much of the character’s ethos as I can.

something similar happened to me, I was sorting through my opportunity deck, waiting for the starting card only to figure out that it was in my library. Glad to hear I wasn’t the only who got confused by it being in the library.

I am also lost here. I have the “A Shepherd of Souls” quality at 2. I think I had already located and used the “Find an Ally” storylet in Watchmaker’s Hill. I can’t find the next step in the story. I don’t remember if it is supposed to be an opportunity card or another fixed storylet somewhere, but I have searched in all locations. It’s not in my Exceptional Library, either.
I really wish there were a breadcrumb on the quality or something to remind me of what the next step or thing I’m waiting for is. I only have the most vague recollection of a mention of it being continued in my Opportunity Deck.
I can confirm from my notes that the next step should be via opportunity card. You are at the mercy of the RNG.
