As a proud supporter of a certain Neathly pseudo-Judgement I may be biased, but I got the impression from the Calendar Code that the Council itself is far from uniformly supporting the Liberation. Much like the Council of Days they are based on their goals vary. Some support the Liberation, some the Dawn Machine, some the Fingerkings and some support nothing whatsoever.
As for Hell I got the impression that Devils were atemporal as opposed to consistently gaining power, but I don’t have much solid proof for that besides their musical tastes, their ghastly fashions and a few references to Paris that I seem to remember from somewhere.
